Pinned comment for chapters by group/uploader :maybe:

Needs to be a way for the group or uploader to pin a comment as the first comment you see when commenting on a chapter.

We need this if we want to include important information that we may not want to include in the release as an extra page for whatever reason, such as translation notes or speculations that may not be correct lest it gets scraped onto other aggregators, other uses can be stuff like pinned comment on the latest chapter to let people know the group has dropped it, other kinds of credits and information, shoutouts and bants even and so on etc.

Right now all we have are first comment privilege which isn't enough since it's not the first thing you see, still get quite a few where people repeatedly ask a question which was answered in the first post and they then get repeatedly pinged and further clogs up the comments.

E-hentai has this which is used at great effect, suggest a similar implementation.

But add limit there, let's say 100 words. We don't need 5 screens of BS on top of every comment's page. Or make it hidden by default, like spoiler, with "show" button. Or something like that.

Adding limits seems like a bit of a pointless idea. If the feature would be misused, it would be subject to moderation anyway.
