So from what i remember it start by saying that the te reincarnated boy had an illness in his previous life making him unable to leave his hospital chamber. As he had all the the time in the world he played a stragic game using an "evil aligned nation" whose strenght relied on it's administration (i think).
When the story start he is welcomed by the hero of this country and she tell him she semember everything so let's start conquering the world once more (the hero is weak but has a lot of potentiel). After scouting the area they discover a night elf settlement wich suffer famin. He saves them and gain their loyalty and that's as far as the manga goes.
