Those are localized due to how the games were released in the west(internationally) with Blue and Red, and Green not being released. The series launched with Red and Green in Japan. In Japan, Blue (Gary) is actually Green, and Green, the girl, is actually Blue. So the translation is actually correct.
If you didn't notice, you're reading the scans of the japanese(original) version. The name is Red and Green (not Blue, like the VIZ translation). The manga is different from the Pokemon: The Origins anime - Red gets Bulbasaur first.
