How is the palace unsafe? It is all too easy for someone to be framed, punished, or even killed by those with ill-intent in the power struggles within those walls. Maybe I've watched too many historical dramas set around the imperial palace, but I'd feel about as safe as if I was in an active battlefield with the other side actively trying to assassinate me at any opportunity.
