My theory is that 20 years ago, the chairman was once an excellent staff of the school, but his perverted nature always got the best of him. The school board in that time didn't want to fire him and waste his talent, so they erected the prison to imprison him and make him repent for his behavior while still allow him to return to work later. The school board then saw the prison's potential in disciplining students, so they kept it until this day
