The establishment referenced here is
Taimeiken and it’s one of the older surviving Yoshoku 洋食(Japanese western) in the boughie Nihonbashi area of central Tokyo (the US Army Air Force did perform
a bit of rapid urban redevelopment in the area on March 1945).
The restaurant relocated a few years ago as the area south of the Nihonbashi river (several blocks of Nihonbashi 1-Chome 12) was torn down and redeveloped so it no longer look like it does on the manga. They are now to the north side of the river right at the waterfront. That little ramen counter around the corner no longer exist but the establishment is
still mobbed by hipsters. There are also better places to have Yoshoku standard dishes.
