Yep, its goal was to eliminate the Communist threat in that region. It was made into a movie called Charlie Wilson's War starring Tom Hanks.
Sure, they help built up the group, but they didn't want to finish the business since they already "won" against the Soviets, so Congress didn't even bother continue funding them towards their country's modernization instead they got taken over by the radical fundamentalists in their group.
That's the problem with them looking at it in the short-term rather than considering the long-term situation.
