Now I wonder if this yomiko is the same as the one in ROD ovas/ series, if yes then what happened to her, if not then what is she really and why did she took the name of yomiko

not the same yomiko. even though they are both "yomiko" when read, their names used different kanji.
the original Yomiko is 読子 (読=read; 子=kid)
while this Yomiko is 読魅子 (魅=bewitch, etc)
the added kanji in the middle is just to show that this yomiko has darker nature compared to the original yomiko

from what i get from this chapter is
1. yomiko only live to read new book so with the last printing machine died she too will die when she read the last book that she never read
2. no new book mean no more lifespan
