Something we should also remember is that, objectively, without Alpha, Akira is actually quite weak, or at least he's weaker than his current Rank 21. When people watch his body movements, or "use their intuition" or whatever and try to sense how strong he is when he's not being controlled or assisted by Alpha, they're actually getting an accurate (or at least somewhat closer) sense of how powerful he is.
