On the other hand, this girl should really read up on dragons and fated mates. Actually, it would be nice if the author would explain to us some details of that as well. Like, how can there be a harem if there are fated mates, do fated mates not always appear? How strong is the affection? Could a dragon have affection for anyone else given the presence of their fated mate? And such details.

My guess is basically "bombard the emperor with options to see if one is a fated mate"; kinda like how calling somebody "one in a million" can also mean "there's almost 10,000 people just like you".

It's also possible that fated mates just never meet, so the harem serves the political and lineage aspect of royalty.
