That initial concept was abandoned way before that, when he refused to take Haito's power because she was his friend. And once he learned that his brother was a returner himself and that he got killed because he was too focused on talents, he had no more drive to get talents to catch up to him. The whole sinner association arc was a warning about being devoured by your talent, and it has been the theme of the manga ever since. You do not need talent to have worth, and to live a fulfilling life. And giving it all up, including your memories, for talent can lead you to be unhappy. To be honest, I lost interest in this manga long ago when it went off its initial concept to steal talents to become great enough to surpass his brother. At this point I'm just reading to see how it ends. All this secret agendas and mystery is cool and all but author just pulled a whole deus ex machina to make it happen. Touya stopped collecting talents and rejected the one most important talent that was literally offered to him by Kouu. The whole situation in the current arc is basically manufactured by our dear MC due to his incompetence and inactivity.
Kouu's talent was already degraded. To be honest, I lost interest in this manga long ago when it went off its initial concept to steal talents to become great enough to surpass his brother. Nothing to do with powertrip when he could have been taking talents from dying enemies/friends and most of all when they offered it to you. Self-worth over letting crazies take over the world is not as grand a message you are making it out to be. Degraded talents are a total non-issue. We can clearly see talents also have 'grades' and if Touya can put together a team of weaker talent users to beat stronger ones, the benefit of having multiple degraded talents outweighs the penalty of degrading a stolen talent. I find it laughable that people are talking about the moral message of this story when its not that deep, if your actions directly led to a global crisis and potential death of the whole human race, sorry but your morals are fucked.Kouu's talent was already degraded.
Also, he never really went around stealing too many talents. He only got to steal a Sinner's one and then gave up when he had to actually take talents from his friends.
The story is not a powertrip, but about finding worth in yourself and not placing it in some external power.
