Step 3. Due to smaller workload the workers pay is cut or half of them is let go.
Step 4. Students have less time to focus on magic cause the system of social labour is implemented at the academy. Workers work the same amount but now we have less workers. The academy accountants are happy to cut the costs with the surplus ending up being used for stupid fancy things that were not even needed in the first place.
