repeat of pages ?

ok, I've seen this on a few different mangas, Necromancer Maid chapter 15 being the latest, sections being repeated and often wording changed. I get the idea of meme's if it is just one page but I've seen several where it is multiple pages, more then two or even three shoved into one long page. In the Maid one it was 6 pages in one plus their normal credits. Even if it is lower quality it seems like a waste.

Is this not against the rules? I understand wanting to give freedom to the groups and normally wouldn't mind them playing with one page. However given how long this site has had issues with traffic, volume, slow or failure loading pages, database errors and even crashes it seems like it would be better to promote not wasting resources.
