Report on credit pages in the middle of chapters refused

I was prompted to post about report-related questions in this thread by this reply.

So this manga called Hana no Miyako! has random credit pages strewn throughout the middle of its chapters. To be specific, here's the list:

Chapter 1: page 43
Chapter 2: page 25 (this the last page so it's not actually in the middle, I'm just listing it for completeness)
Chapter 3: page 2
Chapter 4: page 5
Chapter 5: page 8
Chapter 6: page 46
Chapter 7: page 28
Chapter 8: page 6
Chapter 9: page 4
Chapter 10: page 14
Chapter 11: page 33
Chapter 12: page 34
Chapter 13: page 9
Chapter 14: page 10
Chapter 15: page 5

I made two reports asking for a credit page to be removed since it's in the middle of the chapter and both got refused. My report only mentioned Chapter 1, but I'm pretty sure if I reported the above full list I made just now, it would still be refused. Why isn't this report acceptable?

Rules aren't enforced retroactively, that rule was implemented in January 2022 and thus those chapters are excluded.
