My long experience reading the news and such has taught me, that even if you put morals aside, generally speaking, crime's high risk isn't sufficiently paid out by it's rewards, since everything needs to go perfectly (or the officials need to remain in the criminal's pocket) for the criminal to at least break even.
In short, crime is reckless, if not outright dumb.
I have the distinct impression that there's been a little inflation in the intervening thousand years…
