it must be some kinda system set up b/c it'd be far easier to drop out if not run to the cops but i imagine there's not going to be too much 'world building lore' behind this series

No kidding. If you're going to throw your friend under the bus, you might as well make the most of it. Otherwise the sacrifice is meaningless, which is as upsetting as the betrayal itself.
And you know the forgiveness is valuable when a person forgiving you has otherwise no problem with putting scumbags in the ground.
