"Most of these ideas are not my own"

Nearly all ideas are not one's own. But any good administrator uses learning to make proper decisions and apply ideas appropriately. As a high school graduate of Japan, Mitsuha is probably more broadly educated than all but a handful in the kingdom. Noble heirs are given training in territory management by their families, but the body of knowledge is not systematic. She has an education in the history of a great empire with a troubled and varied history, including revolutionary ideas such as democracy, germ theory, public sanitation and health, labor relations, complex economics, and even astronomy and advanced mathematics. Her ideas of economic development will be drawn from a nation that emerged from a devastating war into one of the leading economies of the modern world. Her territory is lacking in natural resources compared to others, but she knows that Japan is an economic powerhouse in spite of its own mountainous terrain and scarcity of resources.
