Modern steel alloys were still only being developed in Europe and the USA during the time this series takes place, so two thousand times folded Japanese katana remains the best bet for Kenshin. Of course industrial steel in the West was already more uniform and predictable, but at the same time astronomically cheaper than the old-fashioned one made in Japan, but it doesn't really matter for a single sword.
