I'd have gone with a kaijuu serpent that's almost always molting off skin with parchment like qualities that yielded higher quality and quantities of the stuff as it got bigger and bigger but needed to be taken down before it grew too big for the mega anteater to take out.

Maybe that's what they did for scrolls, until realizing this is a faux EUROPEAN fantasy city, and needed to redo the fix
