Damn, what year was this written? The earliest conflict I can think of it referencing is the Albanian-Yugoslav conflict in 1948-1954 (that's not to say this manga was written then, obviously) due to the depiction of what appear to be Combloc weapons and equipment.
Now I'm confused and intrigued. I look up "Manhole Children" and a quick glance elucidates a phenomena occurring mostly in Mongolia, post-collapse of it's Communist government, where children (either abandoned or seeking refuge from abusive parents) seek shelter in the sewers for warmth. What a cold world we live in, where the first place to tell me about this was a fucking H-manga. I don't know whether to laugh or sigh.
