Usually, that IS the point of having a natural-born of the setting's world be pitted against a villainous reincarnation (or several) to have them to have to work smarter, not harder, to have them face uphill battle after uphill battle to defeat even the weakest of their foes. I wouldn't be surprised if he was somehow derived from dragons or the reincarnated or something as part of a church supersoldier program or something, but yeah, reincarnator is still probably the safe bet. I'd give this an 8 if at the end of the chapter he realized it by remembering enjoying watching The Prestige in his last life.

That's not what happened. Menou did what she did to gain his trust and also make sure she could get a clean kill depending on what his power was. He is and isn't a reincarnated person. Basically there's a reincarnated person inside him, in a two souls inside a body kind of way, but Rai is completely unaware. The reincarnated person is subtly helping Rai in his mission and has the power to read the mind of other people.

Secondly, for the lines you are referencing, Menou is explicitly referring to that guy's mistaken belief that he had no power. An entirely hypothetical situation.
For instance, if you had x in the set of complex numbers, and x²=-4, you would have solutions. If someone said, "If x was in the set of real numbers, there would be no real solutions to x²=-4", this would be true, but x is already established to be complex, so it isn't something to be considered.
So, to put it in more plain terms, Menou is lamenting a hypothetical situation that does not reflect reality.
