I think his goal since the rampage has shifted from avoiding attention to avoiding the creation of enemies. If he kills the slaver and gets labeled an ally of the demons, pretty much every human will have it in for him.

If Seika is smart, he spreads the curse fo the guards to incapacitate them, pretends even he is having trouble resisting it and then lifts it from his two divine demon buddies. They take their buddies and leave without violence. When the curse wears off, the guards know they are alive because the demons did not kill anyone despite having the opportunity to do it and reaeon to hold a grudge against humans. The slaver and ghost dude, get in serious trouble with the authorities and public for endangering the entire city to try to make a few extra bucks. Approximately zero people will have an interest in pursuing demons who are powerful enough to slay a hydra but harmless unless attacked. Seika traveling with demons and having some curse resistance will get him viewed with even more suspicion, but in this setting adventurers in general are viewed (with good reason) as dangerous gig workers rather than being idolized.
