It's not like wars are the only way to get something to reward supporters. There are high-ranking positions, and there are generally lands belonging to the crown that can be gifted. And a city that doesn't belong to anyone means it's either worthless, or it's powerful enough to withstand pressure from outside. Not something you can just give to someone.

The economy here doesn't make much sense. Seems like you have to risk your life way too much for way too little and the amount of resources you need to bring back to make a living is staggering. There's no way anyone who isn't a high level adventurer would be able to make it.
