just read/caught up with this series, and been said a million times before, but its hilarious how nonchalant bystanders are lol so completely unfazed 2 people crashing into a aquarium
Many characters have pointed out that Sakamoto is way weaker now than he was at his peak. And correct me if I am wrong, when we had the flashbacks, we only had flashbacks to Sakamoto early on in his career, while still training and stuff. So I guess we never saw true peak strength Sakamoto.
That or his status as the "most legendary" or "the strongest" is based on the number of successfully accomplished missions, not deadliness or strength.
