I wouldn't say it's wrong it's really just taking some liberties with a Sailor Moon reference ("In the name of the moon I'll punish you" is a famous line)
It's her way of connecting with Satoko but if you wanna argue about her word choice that's on you.

Not all muslims are super strict with stuff like that but I'm definitely not going to speak on their behalf when it comes to that. I definitely only have experience with American Muslims.

I actually chuckled a bit. A bit embarrassed to admit, but I've actually done that joke with my siblings (got some playful beatings as expected), tho I'd never do it in public or with people I know wouldn't appreciate/ be comfortable with that type of humour.
My only concern is if the author had a real-life friend to reference this joke with.
