If you just want to reach the surface, that could be really easy, or really hard, depending on the speed at which the ring is spinning: considering that they experience earth gravity ("low" towards earth, even outside of the ring) and they don't have supersonic winds when they clean the windows, I'd say they are almost stationary respect to the surface.
In this case, you just need a pressurized suit and a couple of parachutes: they are only 35km high, the current record is 41km...
