It makes more sense if that last bubble reads "He isn't suspicious." it implies the inn owner is involved with the lord's messenger. This explains how he was able to walk in even though Mitsuha clearly locked the door.

The real question is then, why did the inn owner call the Lord messenger for and why it was so important he'd let himself in to Mitsuha's room?

Why in the world would a noble retainer barge into a room of another noble without knocking? Even more so, in a rich hotel the owner would knock first and introduce you to the person in question (cause letting suspicious people in without introduction can cause problems)

In middle ages, barging into a noble ladys room who is the head of a noble family is grounds for execution of all commonors involved to protect her dignity. That means the retainer, the inn owner, the passerbys who witnesed it and even the inns staff as a whole might be implicated.

Yeah. Simply wonderful. Unlike those characters, who are a danger to themselves. Those guys, who let an enemy, who already endangered them, go free. Not arrested or otherwise incapacitated in any way, but simply free. That makes my blood boil. She simply shot him and makes no quals about it. She looks like next time she'll aim for the head. Even in case this is a bluff, I still like it.
