her plan and the plot is so convoluted, if witches control men's hearts so damned easily without consequences wouldn't that be the perfect reason to install a matriarchy with the first emperor in order to prevent possible retaliation... unless that "god" planned to have the conflict be a world ender and both the first emperor and the last witch threw a wrench into that plan through their actions
