Kei probably doesn't know what whiskers are, so it wouldn't be weird for her to think it's a moustache. And my understanding is that Japanese uses the same word for all facial hair, but is often translated as just beard.

I don't know if it was off already in the original, or only in the translation, but I think it should something like this:
Current TL: "[...] Cities can only travel to Seinberg, not the other way around..."
My idea: "[...] Cities can only travel to Seinberg, not between themselves..." (or: [...], not to each other...)
