The way they spoke at the beginning also made it seem like Regis has blamed something on the escapees that gives regular citizens an incentive to hate them. Also, her being dangerous is why they were trying to apprehend her—notice how everyone who sprung into action are fit young adult men. Not giving up on the chase even after one of their fellows suddenly collapsed out of nowhere? The way people in the story act is just kind of weird in my opinion. Like how everyone in the world completely accepts that the "non-human primates" aren't human and don't have rights, even though they obviously are human.
