She seriously likes to spout bullshit, as if she didnt do the same chapters ago. Who was it that almost became enemies to him TO USE HARUKA AGAINST THE TERRORISTS? Those guys were beating a man to death to steal money. They were criminals, and she's saying as if they are "poor kids", but even if she thought the same about Haruka, she was going to use her vs the terrorists. Haruka is even younger and there wasnt a hint of her commiting any crime.
Honestly, Mamoru gave them enough respect by not using them like meat shields in that situation. Even if he did nothing, they would get caught in the crossfire, or is she implying he should babysit them into getting out and also protect them even more if they got caught as hostages?
Funnily enough while saying that she's in a organization that act like vigilantes, instead of being a cop. Mamoru is the most self aware of this, as he is the guy who identified himself as criminal.
