Isn't this supposedly a world where magic doesn't exist? I think it may be plausible that it was more the public existence of magic isn't know and the cordoned off region doesn't exist. But also implies that without said region or public magic usage she wouldn't be dead.

I assume it doesn't, that's why a dead person that was not a magician, is alive, and is in fact a magician. Just my theory tho.

I'm going to make a small disagreement here. I don't believe she wasn't a magician. We have had no real evidence that it wasn't the case in the main world. Sure we don't have evidence it was the case. The statement of Anti-magic kiddo can be taken as unreliable as we have evidence that what he believed to be true, isn't. There clearly is magic in this World. And in a similar evidence way, If magic ability was swapped around in this world, wouldn't it be more obvious?
