Why does he asks what the bandits were doing? Because bandits can't catch anybody when a people-clearing barrier pushes the victims away and only lets dangerous people pass. So clearly, it wasn't about blocking the road.

If all they could get out of a barrier was element of surprise, bandits (and anybody else actually planning to fight) would use mundane and foolproof technology known as "masks".Based on those facts, it is most likely that the clearing barrier is only a mental magic to hide them while they are blocking the road, but doesn't have a physical effect, thus allowing them to do a surprise attack, as the bandits they are.
