I assumed this avoids large civil wars between the Kusanagi and the "Qin Shogunate", but I'm not sure who judge what merit means and how one rise to become a general and great general.
Even if they list all the battles they fought and won, they still need a judge to make sure the number isn't inflated. Like, what is the minimum of what to call a battle? Is it number? Decisiveness? -- Also, how about their officers? They also share a win, but how much influence should they gain?
