"Autobahn" means "(car) highway" tho. "Auto" is "car" in german, it's the short form of "Automobil", "automobile" in english.
So unless they suddenly got cars, you'd better go with "Schnellstraße" for "highway".

I am gonna hazard a guess that the author use the word Autobahn because either it's cool as shit and he also name it because the highway are meant to be traversed and highest speed possible OR because of how the word car in Japanese also correspond to other objects and he mistakenly took Auto in Autobahn also meant those objects as well

In Ellvades' case, the problems are probably their way of farming and empire's tax system.

• In chapter 134, the Duchess' flashback show us that the Empire geared every town to their most profitable industry aka one crop and one crop only, a system intentionally meant to make the town dependent on the empire to provide resources.
• In that same chapter, it is also shown that the famine is bad enough that several children gather to kill Empire's soldiers. Not some children with adults, but only children. The level of desperation they must've felt to reach that point is crazy.
• Combine that with Chapter 130, where the Empire's Finance Minister (the girl-looking one beside Prime Minister) talk about replacing the landlord with tax collectors, I guess the constant famine the Ellvades suffered is somewhat akin to the Irish Potato Famine?

Those two problems are somewhat solved by Mahmut's highway network.

• With better roads, trade becomes more viable, so they don't need to rely on just farming and one crop.
• The highway's construction creates job, giving the Ellvades (who shows admiration toward Turkiye's meritocratic system) opportunity to gain the money needed before going home.
• Under Turkiye's leadership, they have more knowledge on Turkiye's farming techniques. Combine all of that, whether it is done by Zaganos or the people from Ellvades, the town now has in its grasp the resource and method to evolve the snowy wasteland into a livable one.
