Zaganos is forcing through an event that actually happened in the Ottoman conquest of Anatolia. If you know Ottoman history, they originally rose by uniting the semi-nomadic tribes of the collapsing Seljuk Sultanate of Rum, but as the Osmanids increased centralization, those tribes split away in the same fashion described here. Many of those tribes ended up in the Crimean Khanate or the Russian steppes, with some going to Iran and what is today Azerbaijan.
That's why the Ottomans then changed their centralized military form by employing mercenaries from weaker remaining Turkic tribes in Rum (precursors to the Ghazi and Bashi-bazouks) and the -oglu and -zade families who were recruited from Greek Christian (like the mihaloglu line of generals and seytanoglu line of magistrates and magnates) and Persian nobility. Later they formed the modern corps of the janissaries through the devshirme system.
Zaganos is basically forming something resembling the historical Ottoman Empire of Suleyman the Magnificent, where the reliance on the Turkic core for military matters had diminished and more of the Empire's core of soldiers and administrators were recruited from local populations in lands they controlled.
