For some reason I feel like this is prep to just steal the money instead of winning it in a gamble. The only reason I'm not to confident in this thought is because I feel like that's something Ginji probably wouldn't do. He might be like Akagi and respect the gamble but Gin is different as what he wants above all else is to win.
