I think Jiae's family is seriously trying to put a stop to whatever happiness she has while in prison. Her brother is most likely behind everything and in the process trying to clean up loose ends that involve Eunha. I think at the beginning of the story Eunha attempted to murder the brother (she still doesn't know he is related to Jiae) and now he's using the sister to keep her in prison to potentially take her out while there.
