Strictly speaking in terms of power, Bellzebub might be comparable to Azusa. But she is a demon, and a citizen of demon empire, so it would only make sense if some specific spell or restraint are there which only work against demons to ensure the demon lord peaceful rule. Azusa, however, had no need to worry of such restraint (if any)

Beezelbub is 10x Azusa's age but for 1500 years she was a low level bureaucrat. Once she became a minster, she started training, and after a couple hundred years was able to beat up demon nobles, but she hasn't done the daily XP grind like Azusa has, so she's probably lower level.
