If Hima came running to her brother a lot and he usually beat up most of the people, why did her brother not react with great hostility towards Takeru?

Also, just to be sure - what is happening on the last page? Takeru is getting punished without pay, yeah, but why does Hima's sister (sister-in-law I think technically) look angry at the top? Is she in a bad mood because of what Takeru did?
