Pity isn't the right word. In storywriting you usually can't make your villains constantly evil or it will make them an uninteresting villain. Even it makes them a hypocrite, you have to make them eventually care about something (or reveal that they did in the past). I say "usually" because there are cases like The Joker where the villain can simply be so warped that they have their own logic of what's right in the world.
