That Lost Eleven member that the Biove Kingdom captured is indeed Hydro.

But don't expect to see Hydro in action for quite a long while.

He seems to be in really bad shape. When Kagura, Reve and Diva find Hydro in a Biove laboratory in a test tube during chapter 138, he is missing all his body parts below his waist and both of his hands too.

A result most likely due those sick and demented experiments that those Biove scientists have conducted on him
