If you're asking why are the chapters originally split, that's so they can nickel and dime you on the official publication sites.

If you're asking why the scanlator doesn't recombine them, that's largely a matter of taste. They're far enough behind the raws that they could release complete chapters until they catch up, but they appear to be a very small team so they may just be releasing the pieces as they have time to finish them.
