Wait am I going crazy, the first page says Race 23 then the contents page says Race 27 and the title page says Race 25.

I think they are preparing to make season 4 about those two and Ma-chan. All of Team Spica have been adapted into anime, so it's logical that they would do the same with Vodka and Scarlet.
