Steel Lower-Class Citizens

In the year 20XX, Japan enacts the “Senior National Law”. On his way to work, junior citizen Ikeda Kazuki is suddenly attacked by a senior citizen. Seniors fire recklessly and mercilessly slaughter anyone of lower status. Just as the muzzle turns on Kazuki—an enormous piece of metal hurtles down from the sky and fuses with him, transforming into a battle suit! Set in a dystopian near-future Japan, this is an exhilarating battle-action story of a boy who comes into possession of the most powerful “Cheetahweight” battle suit!
A senior citizen is someone who has lived long enough, and thus this text seems to suggest that the youth is oppressed by earlier (older) generations of citizens, like in “Battle Royale” (the film adaptation in 2000).

This is not what I see happening here. The very first chapter says that it's the most wealthy class (the elite taxpayers) who really are the oppressors in this story.
