the hooded figure should eb the prime minister of the empire, she wanted the war to restart and for that she planned MC murder as it would make the empress go on a rampage (in every sense of the word), she misunderstood how the empress have a ability that is close to being omniscent and quickly kills her (I think the minister was a dude in the novel but it had barely ant screentime), after that the empress have to unleash her fury and releases a attack that damages the capital.

I think his skin is tough enough to deal with a little jealousy. Also considering that he wants a relationship with her eventually, it doesn’t make sense to be antagonistic from the jump.
