i think i actually tried downloading this one sometime last year when it hadn't updated and ran into the same issue. as for how to buy the raws outside japan, it looks like bookwalker.jp's pretty easy to sign up for (and they have a preview of vol3 that's long enough to confirm it's uncensored), though i'm not sure how you'd extract the raws afterward beyond manual screen capture. someone more experienced with raws might have better solutions, though.

i think chap 15 is just the end of this arc. There will be a new arc with plot continuing from this one. So those mystery will still continue being mystery at the end of chap 15. Not sure how many chapters for the next arc tho.
