1) Noguchi may have a point about needing an enemy, but enemy is only for the start, and does not move beyond that. Say Noguchi did not retire, that golden age does not last.
What we want is not a single moment, but an everlasting moment. Having an enemy would not work for the end goal of this change.

2) if this does changes Sofue mind, it be the point about goal for the future. Katou really cares about the department [see how Noguchi admits how her ideas are the fairist and causes least conflict], and is independent. Which is better for the long run. Page 14 and 16
the whole hope for the future makes a big difference.

Man, that bait-and-switch. Was expecting this chapter to end grimly. Thank God this chapter even ends "Akira's long-time feud with Takeo" plotpoint nicely.

I think Akira already has in mind what to do so that all of the factions are still working together after the cardiothoracic department is split. Like for example, making a member of her faction the head of clinical division, a member of Gunji's faction (an ordinary surgeon, obviously not Kihara or fishfuck tho) the head of education division, and a member of Kunitachi's faction (a world-class surgeon or something, like Clemens or Baumann) the head of research division.

Next is vol 25. Can't believe this is gonna end already. ^{The official Japanese and Indonesian release were finished 9 and 8 years ago respectively tho, but the time period just wasn't exactly right for me to follow this manga, hence me reading this here instead}

Do not agree much with Noguchi: While creating an enemy in the minds of people be it real or invented is a very easy and very effective way of uniting people as we see in politics in some parties in any country, it does not have to be a person but can be an idea, and it is not the only way to do it, like for example the many people that idolize or are fanatics of and ideal or concept. What does not work as well is trying to convince masses of people with reasoning and ideals.
Also i think that Kunitachi and Kirishima never tried to make each other an enemy, but appeal to opposite concepts, so they united the people showing two extreme options that they could feel at ease with. They used dreams instead of confrontation. If that's better or not that's a different topic.

What i agree with is that Katou sooner or later will end up a tyrant, be it by her actions or not, as it is the masses' way to suck up and depend on others to decide for us.

I mean, noguchi is totally right. In a comfortable environment where you aren't necessarily challenged beyond the cases, it's unlikely that radical reform would ever come up. Yeah he's just claiming credit for it because he's noguchi, but I can't shake the feeling that at some level it may have actually been his goal.
