I can’t really think of a physical reason on why/how it would be, other than Rize says so (does he even understand what those terms are?) and it’s (his) magic.

For this series, I try to shut my brain off, hop on one of Rize’s cows and enjoy the ride.

He tried to make a uranium cow for a nuclear cow-bomb, didn't have enough magic to create enough fissile beef, decided instead to grind up the available beef-uranium and turn it into a dust explosion. It's just simple logic.
