ok so the academy was developing weapons and human hybrids of some kind, the gov of some country hit the academy and the student hybrids got mixed into the world. Then the vice director used some kind of global weapon as retaliation and that's the world we see now. The creatures are the hybrid children changing for some reason but because they mixed into the regular population they're not all full blown mutants and some stay dormant until they die. That's my theory so far.
